Add utility to relate g-ray / nu fluxes via p-p and p-gamma processes #45

The utility can be useful to, e.g. produce the high-energy flux of gamma rays associated with neutrinos simulated with Firesong.py (but note that cascading/EBL should not be part of FIRESONG) or to simulate neutrinos from simulated gamma ray sources, such as is done in Legend.py.

This is probably a very simple script

The utility now exists. It needs to be integrated as an option on Firesong.py, Legend.py and FluxPDF.py
