Refactoring2020 #5

Introducing a new flux class "NewSplineFlux" with H3a_SIBYLL21 and H3a_SIBYLL23C fluxes to the module, and overhauling the documentation. Switching to Python3 as preferred Python environment. Some minor changes to meson build file and build options.
