Introduce fix_gamma option to have the gamma parameter fixed #169

By adding the argument is_fixed=fix_gamma to the constructor of the Parameter class this should be accomplished. https://github.com/icecube/skyllh/blob/074c50891a7b9ecedcb5fef65af6a5b7126cb1b5/skyllh/analyses/i3/publicdata_ps/time_integrated_ps.py#L266-L270
