Change development calculation. #1

Change the calculation for increasing development to be done multiplicatively instead of additively. The intent is to make it such that each -dev cost% modifiers aren't worth more than the previous one, and in general to nerf devving.

Change Savvanah to +10% from +15%.

We can't change calculations. Econ nerfed to 10% same as unis.
