Welcome sound #39

When a user joins the channel, let the bot play a configured sound to greet the user.

Allow the user to configure if this sound plays if there is already another one running. If it should play, play it on a secondary player. Optionally, implement a new configuration option to decide whether to play the sound on top of the other or if the bot should completely replace the sound.
