Base LR across Germany increased to 39. #26

Major cities such as Breslau and Munich has theirs increased to 40. A few provinces has their increased from 35 to 38.

I'm going to close this for now - whilst I agree with some of the concerns, I feel that the nerfs to Russia that I've merged in since the last game will go a long way to strengthening Germany.

We'll wait and see if this is necessary.
