Manual creation of email service domain on communication services #42

Had to manually provision the email services for sending on top of Azure communications services. It's currently preview so doesn't seem to be available from the azurerm provider

Note that these must have the same data region situation AND be manually connected as well

At present this is still an issue, but there's no evidence to suggest it'll change. In some ways it makes sense but this no longer belongs under here, but rather in icenet-etl, so moving the issue if I can

Added wontfix simply as there is no way via the provider to fix this
