Separation of processing from data storage account

The storage accounts for the applications need to be fed via event grid and the accounts themselves distinct for each app:

• [x] Move forecast-processing to a dedicated storage account
• [x] Move input blob processing to a dedicated storage account
  • [x] Hook input blob processing up via event grid rather than direct storage account processing
