Test the messaging through the icenet-etl layer into this, prior to development of #3, which based on the infrastructure deployed in #1 should log a message on file arrival.

[x] Verify arrival via icenet_upload_azure from icenet package in an active environment
[x] Witness the trigger of the icenet-etl processing
- [x] Have a cursory look to see if the geoapi / processing is good
[x] Verify the manually set up subscription kicks off EventGridProcessor provisioned from this package

The setup works nicely, kicking off the script. Multiple events are received for a single file upload, due to loose filters. As noted in #3 this has been addressed with a mixture of subject and payload filtering.
