Standardisation on styling, docs and commenting

There's a need to go through and do the following, and reference/add reference to an appropriate style guide

• [x] Discuss which docstring format to adhere to (sphinx is using napolean for NumPY, @JimCircadian previously added stubs for everything in sphinx form and accidentally left a comment in here about using Google form, so we need to decide on one and stick to it!!!)
• [ ] Ensure the following have basic Google-style docstrings (it's decided by @bnubald and @JimCircadian)
  • [ ] Modules
  • [ ] Classes
  • [ ] Methods
• [ ] Basic type annotations for the above (clearer docstrings)
• [ ] Clean up documentation build / ensure some reasonable content is in place

@bnubald for this issue, let's have a chat about the format for docstrings: I've updated the above description to not specify directly (whoops) - changing all the sphinx docstrings wasn't what I intended, but the sphinx style was used probably after I raised this issue... ;)
