We should move build & test instructions into a separate BUILDING.md like in icerpc-csharp. The focus of the main README.md should be "What is this slicec library about?".

We should move build & test instructions into a separate BUILDING.md like in icerpc-csharp.

We decided against this in #621, since it's uncommon for Rust projects to have a separate "BUILDING.md" file.

However, the README still needs updating (which I'm working on now).
