Aspect Description
Challenges Data providers to the ICES datacentre can use any existing data licence on their data, which may lead to discrepancies either way: data submitting organisations have more limitations than the ICES data license (may lead to not submitting data), or the data submitting organization uses a more open license, causing more limitations by ICES than originally envisaged by the submitting organization.

Likelihood: 2. There are already examples of this happening, although they constitute a minority of the volume of data submitted to ICES. An example is data being submitted under a CC-0 license which ICES then share under the more restrictive CC-BY license. Examples of data being used in ICES advice products without having a clear license have also been identified through the use of the Data Profiling Tool.

Impact: 2. If data is provided under an unsuitable license then ultimately it might mean that ICES cannot use or share it.
