ICES_StockCode: review of consistency

Someone has pointed out that there is a mismatch between the area description for sandeel in SID and in the advice sheet. You can see that SID says: Sandeel (Ammodytes spp.) in Divisions 4.b and 4.c, Sandeel Area 1r (central and southern North Sea, Dogger Bank) And Advice sheet says: Sandeel (Ammodytes spp.) in divisions 4.b–c, Sandeel Area 1r (central and southern North Sea, Dogger Bank)

After a quick look I find:

• Wrong capitalization of divisions
• Varied ways of enumeration consecutive divisions Maybe we can have a look together and spot a few issues to be checked.
