Gear Type L4: Add SX-Beach and Boat seines

We got an email from Josephine and Sebastien Demaneche from the RCG ISSG on Metier and transversal variables:

It has been agreed to use following métier (only used by spain), which is also in ICES metier level: "SX_DEF_0_0_0": Beach and boat seines, Demersal species, see the code reg. mesh size and selectivity device

In metier level 4 in ICES vocabulary, there is now the code SBV-Beach and Boat Seines.

The ISSG group discussed the issue and agreed that it would be more correct to use the code SBV (i.e. métier SBVDEF>0_0_0) but for seek of consistency in the historical time series and as only Spain was using the métier, they decided, at this stage, to keep the métier code like it is i.e. "SX_DEF_0_0_0" (also because Spain will be not able to revise all the time series with a new métier codification).

Therefore, they request adding the gear SX-Beach and boat Seines in metier level 4.

@MariaMakri to make them aware that ICES is not managing metier Level4, so it would be easier to add SBV to metier level 6 (and link the two codes without deprecating, but not recommended). If we needed to change something in metier l4 we would need to contact JRC for further procedure.

For VMS, it is not an issue, because they need to resubmit all years. We would need to check InterCatch, RDBES, ByCatch

We think that the two tasks you propose to initiate in parallel are ok i.e.: 1) Be in contact with JRC to integrate the gear code SX in the gear reference list to be in line with the metier SX_DEF_0_0_0 which we will be kept at this stage 2) Add the metier "SBVDEF>0_0_0" (with the >0) linked to "SX_DEF_0_0_0" in the metier6fishingActivity reference list. It will give the possibility to MS step by step to move toward this code. And we will keep the link between the two metier codifications.
