Bycatch: Raised numbers flag in D3

The field 20 raised numbers in D3 of bycatch format has description: Information on whether the data were raised (extrapolated) or not. Data for elasmobranchs and bony fish are expected to be raised to observed trip level before submission. Data for other taxa are expected unraised.

In the template there are 3 values for it:

Apparently not everybody is using the template to create the files so some not standard values have been submitted.

• Should we create a vocab for this?
• Should we just improve the description with the expected values?
