Endorse ICES data guidelines on OBPS #678

Following the May DIG meeting we were contacted by the Ocean Best Practices System to see if we wanted our guidelines to be endorsed. We agreed that we do. I will follow this up with @cfpo and OBPS.

Today, I have submitted a request to endorse the Biological Plankton Data Guidelines on OBPS. Clare and Neil reviewed the submission. Documents can be found on the SharePoint: https://community.ices.dk/Committees/DIG/Master%20documents/OBPS_Endorsements
