QC Map Scales #17

Currently the maps in the QC reports scale to the maximum extent of the VMS data. Can we make these e.g. scaled to ICES ecoregions and tabbed, and maybe have a close up on the EEZ of the submitters country.

Not sure how to accomodate this in the qc-report, i foresee that different people will have different whished. another way may be to generate a qc-shiny that the user can run.
