NEW FIELD: Add variable LiverWeight to CA record #1

It is a need expressed by WGBIFS, and there is a clear relevance for the addition of the field (as discussed in WGDG 2021-2).

It has been implemented in BITS. For the time being it won't be implemented in all surveys, until submission with headers is the only submission accepted. Some surveys are already submitting with headers so these will be updated with the new field as they request it. Already implemented in: BITS, CGFS and SCOWCGFS.

Reviewed all surveys and added LiverWeight where missing: canmar, deepwater, Industry, NSIBTS before 2004, NIGFS, NSIDPS, PTIBTS, Rockall new and old, SNS and SE-SOUND
