Fleet type should not be specified in the control object - it is a constant #25

At the moment, we specify the fleet type in the control object. This doesn't 
make sense - the data in a fleet is of a fixed type and shouldn't change. This 
option should be removed from the control object. However, this presents a 
series of problems, as this information is used in a number of places.

Modifications will also be required to the SAM tpl, as this misspecification 
also occurs (partially) here.

This is a complex issue that needs care and thought.
