Inconsistencies in SSB calculation in SAM #41

Investigate the SSB calculation inside SAM. There are three variables in the 
tpl called ssb, and a function SSB(). Problem is that the ssb that is returned 
in the std file does not appear to be consistent with that used in the 
predicted value of an SSB index.
