Annex 1 group metrics - missing values #345

Datacall files asking for years with missing values but this data is Not Collected but on data upload it doesnt recognise the rows with NC.

only integrates the rows with data

Annex 1 Erne_GY in group metrics

When there is no data in the dataseries for one year, we shouldn't be asking for data in the group metrics.
