This PR is to suggest modification for section numbering and arrangements as detailed below.

  1. Placed section '3. Implementation of metadata convention' before '2. Global attributes'.
  2. Renamed section 'Revisions' as 'Revision history' and placed before 'Appendix' section.
  3. Created a new section 'Acknowledgements' and placed after 'Revision history'. This acknowledgment section has some text which was earlier provided under 'List of participants'.
  4. Placed section 'References' before 'Appendix' section.
  5. Minor edits to 'Revision history' for incorporating previously approved changes.
  6. Placed 'Appendix B' before 'Appendix A' to match the order in which they appear in main body text.
