Contribution to Science Highlights to promote DSTSG #10

I would like to follow-up to Jens mail. As mentioned, ICES would like to promote DSTSG as it comes into operation at the beginning of 2021. We would like to do this by publishing a new Science Highlights series with innovation as the theme. We use our Science Highlights series to raise awareness of the breadth and impact of our scientific activity and expertise. Previous themes have been Challenges to the maintenance of long-term data series, Contributing to the UN Decade of Ocean Science, and Science and advice in a changing Arctic.

Please take a look at the attached document which outlines what we would like to receive from your group. It would be great to receive something from as many groups as possible so that we can highlight all that DSTSG offers within ICES.

Spatial fisheries data are essential to understanding interactions between fisheries and the ecosystem. In order to describe fishing distribution – and considering its ecological footprint –VMS and logbook data provided by ICES member states are used and analysed by the Working Group on Spatial Fisheries Data (WGSFD). The Working Group on Spatial Fisheries Data Governance (WGSFDGOV was established at the beginning of 2020 to oversee the relevant processes for working with these data. However, VMS and logbook data are highly sensitive from a data protection perspective, as they involve personal and economic data of the respective fishermen and their vessels. For this reason, it must always be ensured that data protection is always complied with, both in processing, data storage and, above all, in the publication of the data products as ICES advice. After discussions on confidentiality in data calls at Regional Coordination Groups (RCGs) in 2018, there was general agreement on a set of rules to be considered when publishing VMS and logbook data products.

In close cooperation with members of WGSFDGOV and WGSFD, experts from the ICES Data Center have developed routines that allow even large amounts of data to be checked quickly and clearly to ensure that the rules of anonymization and data protection can be observed. Another advantage is that these checks now can be run in a standardized manner using these programmed routines. The check routines are based on the modern programming and statistical evaluation language R, with the help of which tables, graphics and texts are largely created automatically. They also allow a fast and flexible adaptation to necessary, mostly short-term changes in the evaluation and the presentation. The routines are used to summarize in a detailed report any anonymity issues for a given data output. These reports also allow to demonstrate to data providers that all measures, including any necessary aggregations, are complied with, in order to ensure the anonymity of the data.
