Currently the draft OHAT upload api (OHAT test API) can upload configuration files one at a time to the Azure OHAT cloud where after they using an update method can be imported to the OHAT database.
A new method should be created that allows all configuration files to be uploaded and imported into the database as a single batch. The batch should only import to database if all files succceed.
The upload procedure is expected to be used in production database for the draft 2025 assessment beginning of October 2024
