Download from RDBES - Fishing operation - FOendTime #166

In the data downloaded from RDBES, table FishingOperation, column FOendTime, values representing end time are exported with a date attached (date of extraction?) Probably the same thing happens with FOstartTime.

Attached date is most likely the date of submission to RDBES
