In a regional sampling plan, or a national plan with many countries involved in data collection, several institutes may be involved in the sampling of one DEstratum.
The RDBES already accounts for that situation but does not yet have a "SDsampled" and "SDreasonNotSampled" variables in "SD" table. These look needed for situations when a country/institute for some reason does not sample its part of the DEstratum.
