filter and/or remove unnecessary information from delete screen when key fields are selected #173

When deleting data, there are a couple of mandatory fields. It would be good that when these are selected, the list of the remainder would subset to what is involved.

See below what displays on the RDBES delete screen when I try to delete SWE 1968 data. Clearly some non-applicable sampling schemes, strata and institutions are displayed, some of which I actually do not have access to. Would be good with some automatic filtering based on the * fields are selected
