Extend GitHub actions build checks to older version of R #169

Will add a few different versions of R back to 3.6.3. If there are any issues with 3.6.3 we can change the Depends in the DESCRIPTION to a later version.

Fails to build on 3.6.3. It's actually only one test, and probably wouldn't be too difficult to fix but for now i've made minimum version 4.1 in DESCRIPTION. Github Action workflows for build checks and test coverage are now in dev. Will only actually run when pushed or pull request-ed to main.
