include base_packages argument in taf.skeleton() #10

PS, maybe we could put in some aliases for taf.bootstrap etc, so as not to be so strict on the taf.boot() move? TAFGov kind of dropped the bootstrap -> boot move as a low priority change. But I am happy to move on with it if we can keep the backwards compatability open.

Or... I apply the changes to taf.skeletion as a hot fix to main? and revert the commit on devel branch?
