Advice view improvements

• [ ] Navigate automatically back to the year you were in when you upload a file (https://github.com/ices-tools-prod/icesSAG/issues/226)

• [ ] Order the footnote symbols, or provide an order footnote symbols will be shown in (order the footnotes in extraction and page)

• [ ] Give unpublish rights to Sarah, Luca and David (create an admin part, @Toader Carausu if you need help I can show you how this can be done)

• [ ] File for witch in 2021 shows error we cannot work out – can you check why it is not uploading? (Show the DATSU messages)

Fixes that don’t require updates

• [ ] When there are footnotes within a cell in the table, input it as a normal footnote and specify the cell using row and column headers.

• [ ] I think we can use the current template for Nephrops as well – we will start testing this

• [ ] Consider standardization of column names. Make a short meeting to go through the current headers and agree a standardization.

@cmspinto @Toader Carausu could we add to the list this: would it be possible to add both the assessmentKey and the Purpose columns in "List of Stock assessment already with Advice View Records:". It would make it easier to spot when there are two published advice views for the same stock in the same year (and for those usually is the Purpose that changes).

@cmspinto Hi, could you add another task here: When Sorting, keep the selected year - Ex. you have selected 2021, then you sort by adv key. It will default to 2022, then sort by the key. (Basically, 2 different steps happening). Or sometimes when you change the year it defaults to said year and loses the sorted values. (this I am not sure how to start/approach).

There is a typo here I think "File for witch in 2021" should be which?
