Add option to include assessment error in dev branch #20

Based on discussions at ACOM, it would be useful to investigate the possibility of adding assessment error into the EqSim simulation, thereby allowing Fp05 to be calculated while being implicitly precautionary

Discussions will take place on the ACOM forum before this is taken forward
