The pypistats GH action had started failing. As best I could diagnose, it was an issue with either pip or one of the packages. pypistats recommends installing with the --upgrade flag, so I added that. Back in early 2022 upgrading pip addressed similar issues due to pip updates, so I added the suggested upgrade for the pip installation too. This PR also includes the usual traffic data updates.
