DevExtreme - dxGrid Cell Hint is always shown regardless of if it's enabled or disabled

To reproduce, enable Column resize and then resize one of the columns to the point that it's not readable and hover the cursor over it.

It should be disabled when cellHintEnabled is set to false, as their documentation says here https://js.devexpress.com/Documentation/ApiReference/UI_Components/dxDataGrid/Configuration/#cellHintEnabled
