Add fsharp #79

I've made a simple starter kit here: https://github.com/prozacchiwawa/icfp2020-fsharp-starter-pack

It uses the existing csharp platform, so there's no Dockerfile needed.

It's necessary to run setup-pkgbin.sh to get a local copy of FSharp.Core. (error output is ok actually).

I've only very slightly tested this but seems ok.

I'm not sure, what would you like me to do. Do we need to create a separate platform? Or does your submission work correctly under csharp?

It works under csharp. I was mainly putting it there so it'd be visible if somebody else wants it.
