Add an options to enable/disable `alignedSeqQC` and `rgQC` in workflow #67

Since QC WG will create dedicated pre-alignment-wf and post-alignment-wf to QC all submitted and aligned seq, we can add options into the workflow to enable/disable the steps of rgQC and alignedSeqQC.
