In discussion with MUTO-INTL, there is an issue with the PD restriction

To prevent data collisions, submitter_id cannot begin with any of the ARGO ID prefixes. 
The restricted prefixes include: DO, SP, SA,TR,FU, PD.

Discussed with Bashar/Dusan, no technical restraint here
inherited from an ICGC restriction
submitter-ids still required to be unique in a program

this was done in Dictionary 1.5, released in December 2020.
