Create util functions for generating email mjml and html

the mjml generator can be used in the email test files, to verify content with the https://mjml.io/try-it-live site
the html generator can be used for the email service calls to create the html needed for sending emails
each email type can have its own composeContent function to pass content to the mjml generator
