Goal

To complete the admin rejection flow.

Endpoint to use

Expected Outcomes

Confirmation Modal

[x] build the UI for the rejection confirmation modal: When DACO Admin clicks the "Reject" button, they see this modal: https://zpl.io/VqQDOBl that loads in: a. Application number and institution in brackets b. A text area for DACO admin to include details that will be put into the rejection email: https://github.com/icgc-argo/dac-api/issues/142

DACO Application state should be same as applicant
