Fix Text for When Admins Close Applications #652

When an admin closes an application, the info message needs to be fixed, as it currently refers to Your application, but this is the admin, not the actual applicant

It should say:

`This Application has been Closed Access to ICGC Controlled Data will be removed for this project team within the next 24 hours.

The applicant is required to complete a final report as per the conditions of the Data Access Agreement.`

Released to prod, prod testing not possible for OICR team, hence we will close this ticket, and open new issues if any are found by users in production.
