Post file updates to ES from the file service

Following the POC, when a song analysis is published, the file record is created. However, this is not yet indexed

• [ ] Use the mapping that exist in the file_repository right now
• [ ] files-service should create the mapping in ES if not there; needs index name as an env variable, but has a json as reference if needed. this is similar to how the donor-aggregator is doing it.
• [ ] Similar in style to how maestro manages repositories until RDPC Registry https://github.com/icgc-argo/roadmap/issues/576 is done.
• [ ] Include tests as part of this ticket.

Expected outcome

• when a song analysis is published, i can check to index (immediately) and see that the document is there. It will NOT release_stage and embargo_start_date
• in the long term, this index produced will not be used by any ui as the release information is not included.
