🐛 Empty rows showing in `Submitted Data` Treatment view

Describe the bug

Some donors in the Submitted Data Treatment view are showing multiple empty rows in both the table and downloaded TSV treatment data file.

Steps To Reproduce

Some donors have multiple empty rows in Treatment table view:

When you click on the Treatment Data button to download the TSV treatment data file, it also contains empty rows.

Expected behaviour

• The Treatment table in the Submitted Data view should only show donors that have submitted treatment data (no empty rows).
• The downloaded treatment TSV file should not contain empty rows. It should only contain rows for donors that have submitted treatment data.
