Program level exception request - treatment table - PACA-CA

PACA-CA requested the following clinical exception requests:

• [x] Program level - treatment_setting This could be done through clinical exception api. For example, in QA: https://clinical.qa.argo.cancercollaboratory.org/api-docs/#/Exception/post_exception__programId_

• [x] Donor level - response_to_treatment Since we haven't implemented donor level exception for treatment table, we will perform program level exception for the requested field: response_to_treatment. This could be done through clinical exception api. For example, in QA: https://clinical.qa.argo.cancercollaboratory.org/api-docs/#/Exception/post_exception__programId_
