When a missing entity exception (core complete) is applied to donors for a specific program. Treatment and followup schemas will not be available.
This will create an ambiguity on the Submitted data page where the donor will be marked as core complete with missing indicator on TR and FO column
If Donors with missing entity exception (core complete) new indicator should be displayed for TR and FO table
