Program Service DB null check #1097

Description

Program service DB currently allows null values for data center id field. This creates a program with inconsist information and UI is not able to show the program on UI.

Acceptance criteria

  1. Check for Null values in DB for data center id field
  2. Do no allow null values in the program service DB for data center id field to keep data consistent
