When login first time as Program Admin, there is a welcome banner. In the banner, "data access" link shows "Page not found", the other two links "data submission" and "program management" works fine.

When login first time as Program Admin, there is a welcome banner. In the banner, "data access" link shows "Page not found", the other two links "data submission" and "program management" works fine.

If I click the "data access" link from the first image, it shows the second image.
I suspect something is wrong with the URL.
Expected behaviour
"data access" links to the correct page
