🐛 ARGO QA testing - Manage Program - Profile - As DCC or Program Admin #1108

Describe the bug

As a DCC Admin: After adding "Description" (test) and "Processing Region" (Canada), when click the "save" button, an error message shows as below:

As a Program Admin, it is not allowed to edit the profile page. See the screenshot below:

Steps To Reproduce

Expected behaviour

Profile can update programs if you are DCC or Program Admin
