[Bug] ‘Create a program’ page does not show any page #1155

Description

As a user, when i clicks on 'Create a program', i am unable to see the create program page on the RDPC.

Acceptance criteria

User should be able to see create program page where user can create a new program.

[this should be available for DCC Admins and RDPC admins only]

DCC will create program on the ARGO platform, "Create a Program" button needs to be removed from the RDPC UI
