Process wfmgmt-events in splitter and index #115

Wf-Mgmt will be sending events that are WES events (not nextflow). We want to split the management events sperately from the workflow events and index them correctly into runs.

Detailed Description

for this ticket in relay we need:

new wfmgmt-events weblog, splitter and index streams
config valirables for these streams
update splitter and index service for new stream
