Broken https://icgc.org linkouts in Portal #713

Due to recent changes in the main https://icgc.org website, there are now some broken links in the DCC Portal. I included a summary of broken links found so far. For some, it's not clear what the new link should be so we'll need to follow up with Joseph about the new location of some of these pages.

For the Data Release part of this ticket, we need to update the README.txt file being displayed there, which is beyond this app's codebase. As I don't have access to that repository, @andricDu is kindly uploading the changes for us.
