Docs Site Links Broken #716

All instances of icgc.org need to be resolved.

waiting on #708 first

some of these instaces are shortened URLs, eg, https://icgc.org/ZEA, which is broken as reported in #715

Still waiting on deploy of the new short URL system before adjusting the links - will update once that is deployed.
